Course Outline: This course provides students with an understanding of how the health care system is currently organized, financed, and regulated, and explores what the health care system of tomorrow may look like. Students are introduced to the major laws and regulations that regulate health care finance and transactions, including the Affordable Care Act (aka “Obamacare"). The first part of the course focuses on health insurance and looks at federal and state regulation of private health insurance, the public insurance programs Medicare and Medicaid, and the new health care exchanges. We then study the business of health care and the laws that impact health care business transactions, including the tax laws governing tax-exempt organizations, the antitrust laws, and the fraud and abuse laws.

For this instruction mode, instructors and students are expected to normally be physically present in the classroom. If the course has a final examination, it will be in a classroom requiring your physical presence. Other assessment, such as a mid-term exam, may also be in a classroom. Whether this instructor will offer “remote presence” (starting a zoom meeting from the podium computer to enable student remote access on an occasional basis) for part or all of the semester is not known, but students should not rely on an expectation that remote presence will be available.
