Energy Visiting Scholar Program
The Energy Visiting Scholar Program (EVS) is a unique initiative created under the framework of the Inter-American Hydrocarbons Regulators Dialogue promoted by the Environment, Energy, and Natural Resources Center of the University of Houston Law Center; the Center for U.S. and Mexican Law; and UH Energy from the University of Houston.
The EVS Program seeks to continue this dialogue by promoting research on regulatory issues in the oil and gas industry in the Americas. The program features a line-up of industry experts whose expertise can provide studies on specific concerns that affect the oil industry in the Western Hemisphere. For the first year of the initiative, the research program will consist of a one-year contract with an industry expert who will carry out a semester of research at the University of Houston to write a report focused on a specific topic. The EVS will produce reports on relevant topics for the hydrocarbons sector. The current program is developing research on comparative offshore oil and gas regulation, and social and environmental issues in hydrocarbon investments, respectively.

MAGDA CHAMBRIARD
Former President of the Brazilian Petroleum Agency (ANP)
2012-2016
Magda Maria de Regina Chambriard graduated in Civil Engineering from the School of Engineering at the Federal University of Rio de Janeiro. She has a postgraduate degree in Chemical Engineering from COPPE I UFRJ - Alberto Luiz Coimbra Institute of Postgraduate Studies and Research in Engineering. She worked in Petrobras, where she specialized in Reservoir Engineering and Formation Evaluation. At ANP, she served as Advisor to the Exploration and Production Director, Exploration Superintendent, and Block Definition Superintendent. In November 2008, she was appointed to the position of Director. In May 2010, she assumed the position of Member of the Management Board at the Energy Research Company (EPE). On March 8, 2012, she was appointed Director-General of ANP, and on November 6, 2012, she was reappointed to the post of Director-General.
YVONNE FABARA
Former Secretary of Hydrocarbons of Ecuador (SHE)
2014-2016
Dr. Fabara is an international expert on oil and gas transactions with over 25 years of professional experience in legal, corporate and government positions. Her experience has a strong focus in upstream strategies and major downstream infrastructure projects. She recently executed three oil exploration and production contracts for Blocks 28, 79 and 83 in the South Oriente Region on behalf of the Republic of Ecuador. These new contracts are incorporating foreign investors into the petroleum industry of Ecuador. Dr. Fabara was a member of the Integrated Project Management team, for the Ecuadorian Heavy Crude Oil Pipeline (OCP), and has also been legal counsel for different construction companies working in the petroleum sector. She was advisor to the Ecuadorian Ministry of Non-Renewable Resources, of the Republic of Ecuador, and legal counsel for construction companies. She has a Doctor of Jurisprudence Degree from the Catholic University of Ecuador, Quito-Ecuador. She holds a MSc in Comparative Government, from the London School of Economics (LSE), and a Diploma in International Law, from the Society of International Studies (SEI), Madrid-Spain.

The "Hydrocarbons Regulatory Reports" under the framework of the Inter-American Hydrocarbon Regulators Dialogue, aims to publish studies on the current regulatory challenges of the oil and gas industry, in order to promote the appropriate national regulation and best industry practices for the oil and gas sector.
