UH Law Center enhances educational partnership with Mexican oil and gas agency

Aug. 26, 2024 — The University of Houston Law Center (UHLC) and Mexico’s National Hydrocarbons Commission (CNH) have renewed their partnership agreement, aimed at advancing expertise in energy law and regulatory efficiency.

UHLC Dean Leonard M. Baynes and CNH Commissioner President Agustín Díaz Lastra formalized the renewal with a signing ceremony this summer.

UHLC and CNH first established a working relationship in 2015. Under the renewed Institutional Cooperation Agreement, UHLC will offer specialized seminars on energy law, masters of law degree opportunities and legal English training, while CNH plans sessions on regulatory efficiency. Notably, a 2025 summer internship program is slated to provide UHLC students with hands-on experience within CNH's operations.

CNH is Mexico’s regulatory body overseeing the upstream development of oil and gas resources.

This collaboration will also leverage the expertise of UHLC’s Center for U.S. and Mexican Law, established in 2012 as the first independent research center in the U.S. dedicated to Mexican law and bilateral legal relations. Directed by Julian Cardenas, the center addresses key issues like immigration, energy transactions, international trade, labor, and health regulation.
